CONSENT AGENDA:
—Approval of CDS Mylars as needed

ELECTED OFFICIALS/DEPARTMENT HEADS/STAFF REPORTS:

—Dallas Schroeder, County Clerk—5,500 ballots have been received for Presidential Primary. Ballots due by 7 PM on March 3rd.
—Sam Albrecht, County Manager—New facilities manager: Bobby Chevarria (from Road and Bridge Dept.)
—Monty Henkin, Road and Bridge—have been working on increasing training hours for Road and Bridge: in 2018 approximately 1800 hours; in 2019 in excess of 3200 hours.
—Christina Stanton, CDS—Boy Scout Ranch requesting 30 day extension to report back to BOCC.

DISCUSSION ITEMS:

1.Pines & Plains Libraries 2019 Annual Report—Director Tim Miller gave the report. Highlights include: early pay-off of lease-purchase contract ($796,000+) in December 2019; increased general fund in 2019 by more than $200,000; raised compensation across the board; increased hours and staff services; increased acquisitions of books, etc.; prioritized expansion of Elizabeth library in next several years by establishing a capital improvement fund; reaching out to patrons to determine needs. Commissioners Thayer and Richardson complimented the library on positive movement financially since 2015.

2. Update on Noxious Weed Management in Elbert County—Extension Agent, Willie Wilkins reported. Highlights: Elbert County is not currently in compliance with Weed management requirements from the state. Mr. Wilkins is working on moving the county to compliance. Working on by-laws for Weed Advisory Board to be presented to Commissioners and then implemented. Also needing to have a Weed Manager appointed. Commissioners will address budget for this position in 2021 budget. (Editorial comment: better late than never!)
