Jerri Spear, Director of HHS, spoke about SNAP(food stamp) benefits during government shutdown; 400+ citizens receive these benefits in EC. February benefits will be OK; if shutdown continues into March, benefits will be questionable.h the mail) as a means of communicating with citizens; paid for by taxpayers
